Architecture Critic, Alex Bozikovic, interviews Moshe Safdie on his design for the ORCA Mixed-Use Development and Park in Toronto. Bozikovic discusses how the planning process in Toronto often doesn't account for design and that ambitious schemes used to make development proposals more attractive are often subject to change after the fact.
